Texas High expected to open "THS Golf Center" in Fall 2019 off Cowhorn Creek in Texarkana

Texas High will have a new golf building called "THS Golf Center" located off of Cowhorn Creek after the Texas Independent School District Board approved Contech as the builder of the golf building shell.

The THS Golf Center will be built at the location of the current THS Driving Range. The building will be approximately 2,200 square feet and will have the following:
  • Three hitting bays
  • Indoor putting green
  • Instructional room with cameras for filming golf student swings
  • Coach’s office
  • Study room
  • Storage room
  • Restroom
  • Covered patio for golf cart and accessories

There were other items on the agenda at the Texarkana Independent School District Board of Trustees May 21, 2019 regular session.

Following the call to order, the oath of office was administered to the newly re-elected Trustees.

Wanda Boyette (District 3) and Bryan DePriest. (District 5) were re-elected to serve three-year terms for their respective areas. Boyette was elected to the TISD Board of Trustees in 1995 and DePriest was elected to the Board in 2007.

During their Tuesday, March 19, 2019 regular session, TISD Board of Trustees approved the cancellation of the May 4, 2019 Trustee Election due to all candidates being unopposed.

Board Recognitions were given to Texas Middle School seventh grade students who have been selected through the Duke Talent Identification Program (TIP) as state and national level honorees.

State-level honorees are: Nealy Anderson, Darbi Davis, Cole Gideon, Bailey Leach, Eli Likins, Jason Mbonu, Adam McCarter, Jane Kate Mitchell and Daniel Suelzer.

National-level honorees are: Jenna Humphrey, Sophie Keller, Sophie Lawing, David McCright and Riley White.

The Duke TIP program identifies academically talented seventh graders based on standardized test scores while attending elementary or middle school. Students are invited to take the ACT or the SAT college entrance exam as a seventh grader, which allows them great insight into their academic abilities.

*Approved Charter Buses for Fall 2019 Travel. For football, cheer, band, swim and drill team travel during the fall season, proposals were to Champion Coaches for $46,325 and to Chuck’s Travel for $38,000;

*Approved Construction Equipment Rental Vendors. Dot’s Sales and Rentals, H&E Equipment and Scott Equipment were approved as vendors;

*Approved Fuel Vendor. Red River Oil was approved as sole vendor for five (5) years;

*Approved Full Service Fresh Pizza Delivery. Awarded to EPSI, Inc. dba Domino’s;

*Approved Resolution to Join Educational Purchasing Interlocal Cooperative (EPIC 6). Resolution will allow the District to collaborate on certain aspects of their spending in order to generate leverage and better value for their money;

*Approved Student Accident and Catastrophic Insurance. Awarded to Wilson Sports Insurance for two (2) years;

*Approved Texas High Golf Building Site and Golf Building Shell. Awarded to Contech in the amount of $147,949.57. The new THS Golf Center, located off Cowhorn Creek, will be built where the current THS Driving Range is located and is expected to open in Fall 2019. Approximately 2,200 square feet, the THS Golf Center will house three hitting bays, and indoor putting green, instructional room with cameras for filming golf student swings, coach’s office, study room, storage room, rest room and covered patio for golf cart and accessories;

*Approved Toner Cartridge Vendors. Three-year proposal awarded to Beepsmart Communications dba Smart Group System and Dream Ranch as Primary Vendors. Secondary Vendor awarded to 3N1;

*Approved Workers’ Compensation Insurance. Awarded to Texas Association of School Boards;

*Approved Memorandum of Understanding and Nutrition Contracts between Community Services of Northeast Texas, Inc. Head Start Program and TISD for the 2019-2020 school year. This continues the collaborative partnership between the two entities to jointly serve children in the TISD /Head Start service area on the Dunbar Early Education Center campus;

*Approved Increase in “Paid” Meal Pricing. TISD student meal prices will increase by $.10 for the 2019-20 school year. Meal pricing will be: Breakfast $2.25, Elementary Lunch $2.75 and Middle/High School Lunch $2.85;

*Approved Amendments to Local Policies. Amendments include Board meeting regular meeting times changed to 11:30 a.m.; Performance Appraisal-Evaluation of Teachers to provide a less-than-annual appraisal option for effective and highly effective teachers based on proposed eligibility criteria; Revision to language for foreign exchange student requirements for graduation;

*Approved TEA General Waiver for Course Review Process. Texas Education Code 30A.105(a)(2) requires all courses made available through the Texas Virtual School Network (TXVSN) be reviewed and approved prior to being offered. Eligible school districts may apply to the commissioner of education for a waiver from the TXVSN course review process that is administered by the TEA. The new TISD eSchool Prep is seeking this waiver and by doing so, assures TEA that the District will review each course offered to determine that each course meets all TXVSN standards and requirements for electronic courses;

*Approved Second Reading of the 2019-2020 budget. Two possible budgets reviewed. One presented with current law and no additional funding from the state would put District revenue at $67.7 million, projected expenses at $68.8 million and a budget deficit of $1.1 million.

The second scenario includes the preliminary assumption that HB 3 of the 86th Texas Legislature will be approved by the Senate. Under that model, TISD would net an additional $6.3 million in revenue. Projected revenue would be $74 million, projected expenses at $68.8 million and a budget surplus of $5.2 million.

Under current law, TISD’s total tax rate would remain the same and is represented by $1.17 for Maintenance & Operations (M&O) and $.255 for Interest & Sinking Funds (I&S) which is used to repay bonded indebtedness and other debts;

*Approved June 2019 Board Meeting date change from June 18, 2019 to June 25, 2019;

*Approved Appointment to the Tax Increment Reinvestment Zone Advisory Board – City of Texarkana, Texas. Board Members appointed Bryan DePriest to a two-year term for the TIRZ Advisory Board for District 1 (Interstate 30). The nine-member board includes representation from each taxing entity within the given TIRZ zone. Represented are: City of Texarkana, Texas, Bowie County, Texarkana College, TISD and PGISD;

*Approved Bank Renewal. Within the 2019-2024 District of Innovation Plan, TISD has an exemption from TEC 45.205 and 45.206 to allow the District’s banking contract to be extended beyond the allowable contract term if the District determines contract-pricing remains competitive and there is no operation or financial reason to send the Districts banking services out for bid. Effective with the approved contract on July 1, 2019 the new interest rate for all interest-bearing demand deposit accounts shall be equal to the 90-day Treasury Bill effective on the first business day of each month, Certificate of Deposit rates will continue to be quoted at the time of the requested renewal at a competitive rate. TISD will renew the depository with Farmers Bank and Trust.
